തിരുവനന്തപുരം: (www.kvartha.com 24.10.2014) തങ്ങളെ രക്ഷിക്കാനുള്ള ശുപാര്‍ശകള്‍ സര്‍ക്കാരിനു സമര്‍പ്പിക്കാന്‍ കമ്മീഷനെ വയ്ക്കണമെന്ന് കേന്ദ്ര സര്‍ക്കാരിനോടു കേരളത്തിലെ മാധ്യമ പ്രവര്‍ത്തകര്‍. ടിവി ചാനലുകള്‍ ഉള്‍പ്പെടെയുള്ള മാധ്യമങ്ങളുടെ അവകാശങ്ങളെയും ചുമതലകളെയും കുറിച്ച് അവരെ ഓര്‍മിപ്പിക്കാനുള്ള ചുമതലകൂടി ഈ കമ്മീഷനെ ഏല്‍പ്പിച്ചുകൊള്ളു എന്നുകൂടി സമ്മതിച്ചുകൊണ്ടാണ് ഈ ആവശ്യം ഉന്നയിച്ചിരിക്കുന്നത്.
കഴിഞ്ഞ ദിവസം കോഴിക്കോട്ടു ചേര്‍ന്ന കേരള പത്രപ്രവര്‍ത്തക യൂണിയന്‍ വാര്‍ഷിക ജനറല്‍ബോഡി പാസാക്കിയ പ്രമേയത്തിലാണിത്. മാധ്യമങ്ങളുടെ ജോലി, സേവനം, അവകാശങ്ങള്‍, ചുമതലകള്‍ എന്നിവ വിശദ പരിശോധനയ്ക്കു വിധേയമാക്കുന്ന കമ്മീഷനെ നിയോഗിക്കാന്‍ കേന്ദ്ര സര്‍ക്കാരിനോട് ആവശ്യപ്പെടുന്നതാണു പ്രമേയം. സ്വതന്ത്രവും ധീരവുമായ മാധ്യമങ്ങള്‍ രാജ്യത്തു വളരാനുള്ള അന്തരീക്ഷത്തേക്കുറിച്ച് പ്രമേയം പ്രത്യാശ പുലര്‍ത്തുകയും ചെയ്യുന്നു.
'അച്ചടി, ദൃശ്യ മാധ്യമങ്ങളാകെ അനിശ്ചിതാവസ്ഥ നേരിടുകയാണ്. 1955ല്‍ വര്‍ക്കിംഗ് ജേര്‍ണലിസ്റ്റ്‌സ് ആക്റ്റ് നിലവില്‍ വന്നപ്പോഴത്തെ സ്ഥിതി തന്നെയാണ് ഇപ്പോഴും. സര്‍ക്കാരിനു മാധ്യമങ്ങളുടെമേല്‍ യാതൊരു നിയന്ത്രണവും ഇല്ലാതായിരിക്കുന്നു. 1955ലെ വര്‍ക്കിംഗ് ജേര്‍ണലിസ്റ്റ്‌സ് ആക്റ്റ് ഇല്ലാതാക്കാനുള്ള ശ്രമങ്ങളും ശക്തമാണ്.' പ്രമേയം ഉത്കണ്ഠപ്പെടുന്നു. മാധ്യമപ്രവര്‍ത്തകര്‍ക്ക് മാന്യമായ വേതനം ഉറപ്പാക്കുന്നതിന് സര്‍ക്കാര്‍ നിയോഗിച്ച ജസ്റ്റിസ് ജി ആര് മജീതിയ വേജ്‌ബോര്‍ഡിന്റെ ശുപാര്‍ശകള്‍ ഇപ്പോഴും പല മാധ്യമങ്ങളും നടപ്പാക്കിയിട്ടില്ല. സുപ്രീംകോടതി നിര്‍ദേശപ്രകാരമാണ് ആ വേജ് ബോര്‍ഡിനെ നിയമിച്ചത്. സര്‍ക്കാരിന് ആത്മാര്‍ത്ഥത ഇല്ലാത്തതുകൊണ്ട് മാധ്യമ മാനേജ്‌മെന്റുകള്‍ മാധ്യമപ്രവര്‍ത്തകരെ പരിഹസിച്ചുകൊണ്ട് മജീതിയ റിപ്പോര്‍ട്ട് പുറംകാലുകൊണ്ടുതട്ടുന്നു. ഫലത്തില്‍ സുപ്രീംകോടതി വിധി ലംഘിക്കുകയാണ് ിവരെല്ലാം.
പക്ഷേ, മാധ്യമപ്രവര്‍ത്തകര്‍ക്ക് കൈയുംകെട്ടി നോക്കിനില്‍ക്കാനാകില്ല. തങ്ങള്‍ പൊരുതുകതന്നെ ചെയ്യുമെന്നും പ്രമേയം വ്യക്തമാക്കുന്നു. ഇതിനു സഹായകമായ നിലപാട് കേന്ദ്രസര്‍ക്കാര്‍ എടുക്കണം. അടിയന്തരമായ മീഡിയ കമ്മീഷനെ നിയമിക്കണം- ജനറല്‍ സെക്രട്ടറി എന്‍ പത്മനാഭന്‍ അവതരിപ്പിച്ച പ്രമേയത്തിലെ ആവശ്യം ഇതാണ്.
തൊഴിലാളികളുടെ വിവിധ ആവശ്യങ്ങള്‍ ഉന്നയിച്ച് ഡിസംബര്‍ അഞ്ചിന് രാജ്യവ്യാപകമായി ട്രേഡ് യൂണിയനുകള്‍ നടത്തുന്ന റാലികളില്‍ കേരള പത്രപ്രവര്‍ത്തക യൂണിയനും പങ്കെടുക്കാന്‍ ജനറല്‍ ബോഡി യോഗം തീരുമാനിച്ചിട്ടുണ്ട്. ആവശ്യമെങ്കില്‍ ട്രേഡ് യൂണിയനുകളുടെ തുടര്‍ സമരത്തിലും പങ്കാളികളാകാനാണ് കേരളത്തിലെ മാധ്യമ പ്രവര്‍ത്തകരുടെ ഏക സംഘടനയായ കേരള പത്രപ്രവര്‍ത്തക യൂണിയന്റെ തീരുമാനം.

52nd Annual General Meeting of Kerala Union of Working Journalists (KUWJ) held at Kozhikode on 15th October 2014 adopted the following resolutions. We believe, these are very important in the present context of liberalizing labor laws in the country. We declare our solidarity to the trade union movement in the country in their fight against the anti worker policy of the government

PARTICIPATE IN THE MASS DEMONSTRATION OF WORKERS ON DECEMBER 5, 2014
Dedicate journalistic potential for the cause of workers unity Working class of the country is passing through a critical situation today as many of our rights and privileges, which were won through hard fought struggles, have been lost or are in the process snatched away. The government is selling out even strategic industries and profit making public sector undertakings, including Navaratna companies, to the private sector and multi-nationals in the name of development and growth.
The government justifies this by saying that this will help to GDP growth and will put money in the hands of the people. The, reality is just opposite. This will lead to concentration and control of national wealth in the hands of a few and will lead to pauperisation of large sections of the country’s population. This will destroy the purchasing power of the people and thereby endanger the entire economic activity.
Economic processes will be active only if there is money in the hands of the common man. The ultimate victim of this sort of development is the working class and the poor people. To make the selling out fast and easy, the government has launched the process of overhauling labor laws. It has already gone a long way to dismantle the country’s industrial relations laws. This will leave the field open for the employers hire and fire the workmen and deprive them of just wages and service conditions.

The 52nd annual general meeting of Kerala Union of Working Journalists, the only organisation of all the journalists working both in print and visual news media in Kerala and the largest journalist union in the country, views all these developments with deep concern. The KUWJ believes that such trends and tendencies should be fought by the trade union movement in the country.
This annual general meeting of the KUWJ resolves to support and take part in the movement of Central trade unions in their struggle such anti-worker policies of the government. If the need arises, the KUWJ will play its assigned role in this struggle. This conference resolves to take part in the mass demonstrations being organised by the central trade unions on December 5, 2014, at all district headquarters in Kerala. As this is a struggle for survival, this conference requests all members of the Union to report and edit news items about this movement with commitment and responsibility. This conference decides to dedicate all our journalistic potential for the cause of workers unity.

SET UP A MEDIA COMMISSION
The news media industry in the country, both print and visual, is passing through a precarious stage today. The working conditions in the industry are the same as that at the time when Working Journalists’Act took effect in 1955. The government has lost all control over the industry. Strong attempts are being made to sabotage the Act of 1955. As part of this, newspaper managements have ignored the Supreme Court judgment to implement the Justice G.R. Majithia Wage Board recommendations for the revision of the wages in the newspaper industry.
The government was reduced to the role of a mute spectator when the verdict of the Supreme Court was violated by the newspaper managements with impunity. The managements are going all out to get the hire and fire and laisse faire made the order of the industry. Casual and contract appointments have become widespread all over the industry. Journalists have the duty to fight such measures of the managements. The 52nd AGM of the KUWJ, held at Snehanjali Auditorium Kozhikode, requests the help and support of the Central government in this fight. We call upon the Central government to set up a Media Commission to examine in detail all issues relating to the working and service conditions and rights and duties of media, including electronic media, so that a climate conducive for the growth of a free and courageous media is created in the country.
